A. Not really, but only if you shop at a independent bicycle dealer for some of the top company brands (Not Walmart, target, Kmart and the like). The type of bike (Hybrid, Comfort, Road, Road Comfort) and model of a particular brand is more critical. All bicycle companies will have weak models in their line up. Your dealer can help you sort it out.

A fair guild line for an experienced mechanic would be a comprehensive bicycle mechanic course with at least 5 years experience working in a bike shop or 10 years of general experience. Minimum!
